Stop separating 'Shop' & 'Product' Reviews

I would like to have 'Shop' Reviews combined with my 'Product' Reviews.
I don't understand why they have to be in two seperate tabs? Some of my best reviews are hidden in the 'shop' review tab - so they mostly go overlooked AND I can't feature them on my product pages! Why??
