Choose Default Send Method Email, SMS or Push

I would like the ability to choose the send method for review requests.
For example: I want to only send requests by email if email address is available and if email is not available then send by SMS. Currently if SMS is enabled it sends to both Email and SMS. I don't want to "spam" my customers with review requests.

Ability to program SMS Reviews, as linked to emails so if e.g. someone didn't leave a review via email, SMS would trigger 3 days later. Irritating for customers to receive an email AND an SMS. Its a feature that the other Review Sites e.g. Stamped, Loox have.
