Add higher discount offer to people that haven't left a review yet

Right now its set up so a few weeks after purchase the customer gets an email asking to leave a review for 25% off their next order. Then days later a reminder email goes out. It would be great to send a 3rd email a few days after that with a new offer for a higher discount but only send this to people that have NOT yet left a review.
